The Illinois Council for Children with Behavioral Disorders (Illinois CCBD) is the state subdivision of Council for Children with Behavioral Disorders (CCBD), an international community of educators advocating for children and youth with or at risk of emotional and behavioral disorders. Illinois CCBD has dutifully served the state for almost 40 years as the voice and vision of special education in the area of working with students with emotional and behavioral disorders. Recent investigations by public media on the misuse and overuse of seclusion and restraint practices in Illinois has prompted Illinois CCBD to offer this white paper summarizing the official stance of our parent organization, CCBD.
